| El crecimiento de Lima Metropolitana se signa por la intervención de los sectores estatal y
privado, actuando este último dentro de la normatividad o de manera informal. El sector privado-informal presiona al Estado en la elaboración de políticas de vivienda y normativas dirigidas a la población más necesitada. En este proceso, el Estado desarrolla diversas modalidades de intervención que se traducen formalmente en expresiones urbanísticas. A partir de la segunda mitad del siglo XX, la acción del Estado es insuficiente ante una expansión urbana explosiva, originada por la ocupación informal de terrenos en la periferia. |

| Abstract State town planning in metropolitan Lima and popular urbanizations (1955-1990). |

Metropolitan Lima’s growth is caracterized by the intervention of state and private sectors, in which the second may act following the norms or in an informal manner. The informal private sector pressures the State to elaborate housing policies and norms which may favor the population in need. Through this process the State develops diverse ways to participate, which mainly resume in urbanistic expressions. After the first half of the 20th century, the State has not faced the problem of shortage of housing due to the urban expansion which originated with the occupation of the land in the perisphery. Therefore legal norms are created to formalize these with the title of popular urban development. Norms dictated by the State which divide the land into lots and promote single-family housing. This article deals with the diverse methods in which the State intervenes in popular urban development. Key words: Lima, state town planning, popular urban development, low cost dwelling. |
